About the Panelists:

Eleanor Allen, Water for People

Eleanor Allen is the CEO of Water For People, a global nonprofit working in nine countries in Africa, Latin America, and India to help develop sustainable water and sanitation services. It is recognized as a leader in the water, sanitation and hygiene sector through its innovative approach to development, which brings together local entrepreneurs, technology, governments, and communities to create quality, reliable and lasting systems and services. In 2016 Eleanor did a TEDx talk on "Why Water Is A Women’s Issue." In 2016 Eleanor also won the Denver Outstanding Women in Business Award in Architecture, Engineering and Construction.

Paula MacIlwaine, American Water Works Association

As American Water Works Association Deputy CEO, Paula MacIlwaine is directly responsible for work with business units involving conferences, sales, international, technical and engineering, and publications. She works closely with the AWWA governance and volunteer leaders who faithfully serve AWWA. Ms. MacIlwaine joined AWWA in 1986 and since has held various positions that have given her an extensive knowledge of the industry, volunteers, sections, and the business of AWWA.

Katherine Sill, USAID

Katy Sill is a Water and Sanitation Advisor in the USAID Water Office in the Bureau for Economic Growth, Education and Environment. Katy is an environmental engineer with experience in WASH policy development and implementation, private sector partnership, gender integration, training, data analysis and research. Katy has a Ph.D. and M.S. in Civil (Environmental) Engineering from CU Boulder and a B.S. in Biological Systems Engineering from UC Davis.

Dr. Marshall Davert, MWH, Now Part of Stantec

Dr. Marshall Davert is operating president of MWH, now part of Stantec, Government and Infrastructure for the Americas and Asia Pacific. As president, he provides strategic direction for the development and delivery of water and energy services to governmental agencies and related industries. Spanning 17 years, Davert’s career at MWH has taken him to leadership posts around the world, including Sydney, Australia, where he previously served as president of the Asia Pacific region.


Allegra da Silva, MWH, Now Part of Stantec

Allegra da Silva is an Advanced Water Reuse Engineer at MWH Global working to improve water and wastewater treatment and expand the field of water recycling and reuse. Prior to entering consulting engineering, Allegra was a Diplomacy Fellow in the United States Agency for International Development (USAID). At USAID, da Silva worked on a variety of activities at the nexus of water, public health, and food security. Early on in her career she taught high school Physics in Belize and got hooked on international development.
