    Judge Sidney B. Brooks (retired) reports on his recent meetings in Moscow with judges, lawyers, and a academics. Join us for an unvarnished view of developments in the rule of law in Russia and reform in the Russian Parliament.

    About Judge Sidney Brooks


    Judge Brooks served a two-term appointment as a bankruptcy judge, having been appointed on January 4, 1988. He served as Chief Bankruptcy Judge from February 2003 to January 2007. In addition to having served on the bench, Judge Brooks consults on rule of law issues, lectures, teaches courses, conducts seminars, writes for numerous professional organizations, schools and publications.


    Judge Brooks’ primary area of professional work outside of the courtroom is development and implementation of international rule of law programs around the world. On behalf of various government and non-government organizations, including the U.S. Russia Foundation, the Library of Congress’ Open World Leadership Program, the Central and East European Law Initiative, the International Judicial Relations Committee of the United States Judicial Conference, the United States Department of State, and The World Bank, Judge Brooks has been assisting with the development of judicial training and court management programs. He has worked with and advised judicial officials from Russia, Kazakhstan, Kyrghistan, Mongolia, the People’s Republic of China, Poland, Romania, Macedonia, Thailand,Mexico, India, Canada, Armenia, Egypt, Brazil, Argentina, and the Czech Republic, with regard to international commercial/insolvency law and court administration and judicial affairs. 


    Prior to beginning his service as a federal judge, Judge Brooks served as assistant attorney general for the State of Colorado and was in the private practice of law for 16 years with emphasis in bankruptcy and reorganizations, litigation, commercial transactions, and general business law.

    About the Panelists:


    Gretchen Heinrichs, Denver Health & CU Anschutz

    Gretchen Heinrichs, MD, DTMH, Assistant Professor of Obstetrics and Gynecology at Denver Health and University of Colorado School of Medicine, Director of Maternal Health Initiatives at the Center for Global Health, Colorado School of Public Health. Dr. Heinrichs is and OBGYN physician and researcher who completed a Diploma in Tropical Medicine and Hygiene at the Gorgas Course in Lima, Peru and a Certificate in Public Health in 2011 from the Colorado School of Public Health. She works clinically at Denver Health with a special focus on refugee and asylum seeking patients and her Global Health work is currently focused on projects in Guatemala through the Center for Global Health. She has worked in India, Mexico, Rwanda and Nigeria training physicians, nurses, and health care workers on gender-based violence, family planning, and obstetric and gynecologic conditions, as well as adapting international practice recommendations to local and low resource settings.


    Blair Gifford, University of Colorado Denver

    Dr. Blair Gifford is a Professor of International Health Management in the Business School at the University of Colorado Denver. At the Business School, he is the Managing Director of the International Health Management certificates in the MBA/Health and Executive MBA/Health programs. At the University-level, he Founded and was the first Director of the Center for Global Health (School of Public Health, University of Colorado Denver). Blair is the founder and current Board Chair of Global Health Connections, Inc., a not for profit organization in Denver. Recently, GHC just opened a Maternity Center at Haitian owned and operated CAMEJOHospital in Leogane, Haiti. Also, Blair is the Principal of Health Beyond Borders consulting firm. HBB is currently assisting a large east coast cancer institution in its international business development ventures, especially in China.


    Gretchen Berggren, Children's Nutrition of Haiti

    Dr. Gretchen Berggren is a graduate of the University of Nebraska College of Medicine and the Harvard School of Public Health where she served on the faculty from 1968-83. Dr. Berggren has lived and worked in long-term assignments in the Congo, Haiti, and Tunisia; later serving with Save the Children and World Relief in more than 26 countries. A strong proponent of census-based, community-oriented primary health care, Gretchen developed curricula for training multidisciplinary community health workers (CHWs) that brought equity in services and reached significant reductions in age-specific mortality rates following interventions with CHWs and “care groups.” Her work has focused on the “positive deviance” method of indentifying and transferring nutrition skills to poor mothers, taught by trained local women who act as resident home visitors and organize temporary itinerant workshops know as “hearths” in the kitchens of volunteer mothers.

    Dr. Douglas Jackson serves as the President/CEO of Project C.U.R.E. Each week, Project C.U.R.E. delivers approximately four semi-truck loads of donated medical supplies and equipment to desperately needy people around the world. Since 1987, Project C.U.R.E. has delivered equipment and supplies to hospitals and clinics in over 130 countries. Project C.U.R.E. is consistently recognized with the highest Four Star ranking from Charity Navigator, and was named by Forbes as one of the top 20 charities in America. Project C.U.R.E.’s Clinics program directly treats thousands of patients and trains hundreds of medical professionals each year. In addition to his work at Project C.U.R.E., Dr. Jackson has taught at the university level in the disciplines of finance, investments, leadership development, legal and international issues. He holds both a PhD in Finance and a Juris Doctorate, and is a frequent speaker and lecturer to colleges and universities, as well as civic, corporate and community organizations.

    About Robert Daly

    Robert Daly was named as the second director of the Kissinger Institute on China and the United States at the Woodrow Wilson Center in August, 2013. He came to the Wilson Center from the Maryland China Initiative at the University of Maryland. Prior to that, he was American Director of the Johns Hopkins University-Nanjing University Center for Chinese and American Studies in Nanjing. Robert Daly began work in U.S.-China relations as a diplomat, serving as Cultural Exchanges Officer at the U.S. Embassy in Beijing in the late 80's and early 90's. After leaving the Foreign Service, he taught Chinese at Cornell University, worked on television and theater projects in China as a host, actor, and writer, and helped produce Chinese-language versions of Sesame Street and other Children’s Television Workshop programs. During the same period, he directed the Syracuse University China Seminar and served as a commentator on Chinese affairs for CNN, the Voice of America, and Chinese television and radio stations. From 2000 to 2001 he was American Director of the U.S.-China Housing Initiative at the Department of Housing and Urban Development. Mr. Daly has testified before Congress on U.S.-China relations and has lectured at scores of Chinese and American institutions, including the Smithsonian Institution, the East-West Center, the Asia Society, and the National Committee on U.S.-China Relations. He has lived in China for 11 years and has interpreted for Chinese leaders, including Jiang Zemin and Li Yuanchao, and American leaders, including Jimmy Carter and Henry Kissinger.
