    About Judge Lucero 

    Judge Carlos F. Lucero was appointed to the United States Court of Appeals for the Tenth Circuit by President Clinton June 30, 1995.

    He was born November 23, 1940, in Antonito, Colorado. Judge Lucero received a B.A. degree from Adams State College, where he was the editor of The South Coloradan, and a J.D. degree from the George Washington University Law School in 1964.

    During the 1964-1965 term, Judge Lucero clerked for Judge William E. Doyle, United States District Court for the District of Colorado. Prior to his clerkship, he was a staff aide for the United States Senate Judiciary Subcommittee on Administrative Practice and Procedure. He entered private practice in Alamosa, Colorado where he became senior partner of the law firm of Lucero, Lester and Sigmund. He served as president of the Colorado Bar Association in 1977-1978. He is a fellow of the American College of Trial Lawyers, International Academy of Trial Lawyers, International Society of Barristers, American Bar Foundation, and the Colorado Bar Foundation, of which he was president.

    Judge Lucero has served as a Special Advisor to the Latin America and Caribbean Division, Rule of Law Initiative, American Bar Association. In this capacity he has participated in liaison and training programs in Ecuador, Mexico, Panama and other Latin American countries. He has twice led the American delegations on environmental capacitacion building for the Chilean Judiciary.

    About Sarah Chayes

    Sarah Chayes is a senior associate in the Democracy and Rule of Law Program and the South Asia Program at the Carnegie Endowment for International Peace. 

    Formerly special adviser to the chairman of the Joint Chiefs of Staff, she is an expert in South Asia policy, kleptocracy and anti-corruption, and civil-military relations. She is working on correlations between acute public corruption and the rise of militant extremism. 

    In 2009, she was tapped to serve as special adviser to Generals David McKiernan and Stanley McChrystal, commanders of the International Security Assistance Force (ISAF). She contributed her unique understanding of the Afghan south to the decision making process, built ISAF’s anti-corruption policy, and assisted the U.S. embassy in developing an integrated approach to Afghan kleptocracy. In 2010, Chayes became special adviser to Chairman of the Joint Chiefs of Staff Admiral Mike Mullen, contributing to strategic policy on Afghanistan, Pakistan, and the Arab Spring. 

    Chayes is author of Thieves of State: Why Corruption Threatens Global Security (W. W. Norton & Company, 2015).

This reception will also serve to welcome the Young Leaders of the Americas Initiative Fellows (YLAI) to Denver, their home for the next month! This program is aimed at empowering entrepreneurs and innovative civil society leaders through providing them experience in businesses and civil society organizations across the U.S..

The panel will provide insight into: international legal issues, impacts on trade agreements, the historical effectiveness of sanctions, and the real-life impact of sanctions on a Colorado-based business.

    About the Panelists

    Dr. Deborah Palmieri has 35 years experience working with companies doing business with Russia, and writing and researching on U.S.-Russian business and trade issues. She is founder and president of Deb Palmieri Russia LLC, a management consulting firm advising companies on all aspects of doing business with Russia. She is Honorary Consul General of Russia in Colorado since 2007, the first appointment from Russia in the state. Starting this September, she serves as Dean of the Colorado Consular Corps. She is author or editor of many books on Russia and international economics and business, including The Ultimate Insider's Guide to Doing Business in Russia, a two-volume set. She is a lifetime advocate of business and cooperation with Russia and lectures nationally about Russian business and trade issues, including sanctions, de-dollarization and the growth and implications of a Chinese-Russian economic and financial partnership. She holds a doctorate from Columbia University.

    Deiadra Swartz is the Senior Manager of Global Compliance at Jeppesen, a Boeing Company, in Denver, CO. Ms. Swartz graduated from the University of Denver College of Law and was admitted to the Colorado State Bar in 1990. Ms. Swartz manages and sustains a complex compliance program for anti-corruption and export/import for Jeppesen, an aviation data and software company with offices in 18 countries. Much of her work focuses on multi-jurisdictional anti-bribery legislation, public policy, business strategy, as well as sanctions and embargoes in international trade. Ms Swartz has written and lectured internationally on topics such as anti-bribery and global trade regulations, and environmental sustainability.

    James E. Nelson, Esq., The Law Office of James E. Nelson, Denver, CO, patent attorney, registered professional engineer, Chartered Institute of Arbitrators Fellow, and Certified Licensing Professional, is a transactional attorney with a focus on transfers of technology, international business transactions, and business development. Mr. Nelson is a frequent speaker on various aspects of international business transactions and dispute resolution and is published on the topics of arbitration, international business law, and technical matters. His activities also include Member, NAFTA Advisory Committee on Alternate Dispute Resolution (2022 Committee)(U.S. Department of State appointment), and, Director, Rocky Mountain District Export Council and National Steering Committee of the District Export Councils (U. S. Department of Commerce appointment).
